The purpose of the Antiterrorist  act which entered into force on 25.07.2016, was increasing the safety of citizens, among others, by imposing on cellular phones network operators duty of assigning the pre-paid card to a given person or company. 


During the registration of the SIM card, the subscriber is required to give his name, surname, PESEL number, the series and the number of ID. The number can be registered to the person who turned  14, people under this age can register number to their legal guardian. 


According to the estimates shared by a mobile network operator, the necessity to disclose the personal data can concerns as many as 15 million Poles who use pre-paid of SIM cards. 


Time we have to pre-paid registration is 6 months since entering the  acts into force - up  to 01.02.2017. If we don't register until this date we, the card will be blocked. 



What is the purpose of pre-paid cards registration? 

It is supposed to let services for better monitoring the threats e.g. communication between terrorists. 

It should be underlined that the duty of pre-paid cards registration functions in many countries like Germany, Great Britain or Spain, so the very idea isn't a new one. However, won't  the person planning the terrorist attack evade this duty  and register the card to other person? 


To encourage users to register the numbers and hence speeding up  whole process, operators offer their customers interesting bonuses. 


Do you think that this solution will only generate heavy costs and administrative burdens with the  little effectiveness  in the fight against terrorism?
